U.S-Canada-Mexico merger an urban myth

You should make clear that the idea that the "Security and Prosperity Partnership" will result in a merger of the United States, Canada and Mexico into a new nation is an urban myth.

The SPP does not merge the three countries, nor could a president unilaterally dissolve the union.

It would be an interesting exercise in constitutional theory to figure out how we could achieve a North American Union.

Perhaps the simplest way would be to admit the Canadian provinces and the Mexican states to the U.S.A.
