Loren St. Cyr, 20, of Jefferson was pronounced dead at the scene after being struck by a vehicle driven by James McKenna, 38, of Jefferson.
But it is likely St. Cyr already had been struck by a vehicle prior to being hit by McKenna's minivan, Lt. Rand Maker of the Lincoln County Sheriff's Department said during a news conference Friday at the county's communication center.
The Lincoln County Sheriff's Office is continuing its investigation into the cause of both incidents, Maker said.
"Physical and forensic evidence has been obtained during this investigation and test results are expected from the (Maine State Police) Crime Lab and the (state) medical examiner's office."
St. Cyr's brother, Shawn St. Cyr, choked back tears Friday as he urged anyone with information about the crashes to call police.
"All I'm asking is for the person to do the right thing, like Loren would have done," said Shawn St. Cyr, who attended the news conference with his father, Marshall St. Cyr; and a family friend.
The North Clary Road accident was reported just before midnight Sept. 20 after St. Cyr, who was laying in the roadway, was struck by McKenna's southbound 1996 Mercury Villager.
McKenna stopped after the crash and cooperated with police.
A subsequent investigation revealed St. Cyr had likely already been hit by another vehicle -- which fled the scene -- before McKenna's vehicle became involved.
Investigators are still developing a timeline to try and determine how long St. Cyr had been laying in the road, Maker said.
St. Cyr's vehicle was found within a mile of where he was struck. "It certainly was within walking distance of his vehicle," Maker said.
The two-lane North Clary Road is a rural state road with dirt shoulders and limited lighting, Maker said.
He said investigators have an idea where St. Cyr was going, and that helpful information has come in from members of the public, but police believe someone likely has vital information about the crash he or she has not yet shared.
That information could be as simple as a car with suspicious or unexplained damage to the front half of a vehicle, Maker said.
"Somebody either knows this, was told this, or did this," Maker said. "Let us determine what happened."
Police are still awaiting results of toxicology tests on St. Cyr and McKenna, but Maker said it's unlikely McKenna will face charges once the district attorney has reviewed the evidence.
In a similar incident, a Madison man died early Thursday morning after being struck by a vehicle while laying in the roadway.
Madison police continue to investigate, but they confirmed that 21-year-old Anthony Dussex was struck by a single vehicle. The driver in that crash stopped and has talked to police.
Meanwhile, Marshall St. Cyr, holding a photo of his deceased son, pleaded for anyone with information to call investigators.
"It was (Loren's) responsibility not to get run over, but whoever struck him the first time, it was their responsibility to stop," Shawn St. Cyr said. "Maybe he wouldn't have survived it either way, but we'll never know."
Anyone with information on the crash is asked to call the Lincoln County Sheriff's Department at 882-7332.
