Who is ultimately in charge of the "laws"?
When you call DOT with a question you are told.."it's the law and there is nothing I can do about it" or "that's just the way it is".
DOT seems to function as a law giver rather than department within the state. It seems no one..and every one is in charge over there.
Wait until you have to put in a driveway...it will be cheaper to move to Hawaii than get permission to break ground. They need to be reigned in.report abuse
