Can someone clarify the editors' meaning when they conclude. "recognize that while we may be able to tackle one small -- but significant -- part of the problem, there's an even larger one that desperately needs to be solved" ?

Are they suggesting that a 50% reduction still leaves 50% or perhaps that the causes behind the remaining abuse are different from those, e.g. crying, successfully managed by interventions such as those described? Or do they point to something else?

I'll have another cup of coffee and re-read the piece, but if any of you can explain their meaning I'd be interested.report abuse

What should a person do if they saw a baby in one of those strollers with no canopy, the baby was sunburned, no hat on, no shirt on, just the pamper. The mother was taking a break after eating a bowl of onion rings and having a cigarette, so I approached her and mentioned the sunburn etc... I was told to mind my own buisness and her baby was her "problem" not mine. Was I out of line for "sticking my nose in?"report abuse
