Mr. Smith's analysis of both the Governor's and the Legislature's failure to implement the sound financial recommendations contained in the Brookings report paints a scary picture of how much petty politics - and petty politicians - hegatively influences this state. The school consolidation law and implementation is just one of the reasons Baldacci's real legacy will be how he managed to protect the status quo in state government while shifting the cost of that effort to local municipalities and its taxpayers. If he were to run for Governor again, Baldacci wouldn't even garner the 38% of votes that he managed in the last election.report abuse

People need to spend 180 days in order for them to be considered Maine residents, resulting in paying State of Maine income tax. The reason that so many snowbirds have flocked to Florida has to do not only about the lack of income tax, but about the inheritance tax - there is none in Florida. If Maine only made this change, many of the snowbirds would return to Maine on a more than 180 day stay, becoming Maine residents. More consumer goods being sold, more services required, and we get more than we lose.
Maine also needs to reread the report and put it into action - We pay high taxes when we travel to destination spots, it is part of the cost...the tourism industry knows this; ignore them and pass legislation as recommended by the report and Maine may find itself with more money than it knows how to spend. But, no change in policy leaves the state in a losing position.report abuse

Thanks, George, for a clear and succinct review.
Are there any remaining recommendations from the report meriting similar comment?report abuse

Maine is cheap date. They are correct. The tourism people worry about losing income from tourism but dont see that most that come from away dont really care what it costs to come here. Go anywhere else to vacation and its expensive,it doesnt stop people from going though, its worth it and its vacation, people plan on spending money. Thats what you do on vacation, spend money. We also need to put an end to people who spend most of the year here but claim residency in other states because they save on paying taxes. I would start with the ones who live in Florida. We live in a state with everything but are losing it all because we are afraid to charge for it. Paris is an expensive place to visit but millions go there every year because its Paris. You cant put a price tag on some things, we just happen to live in a state that does and its killing all of us that live here.report abuse
