Considering most of the offenders on the registry are there due to age issues amongst the male and the female I feel the the tiered system would work wonderful!!! I think the state should put this into action ASAP. I don't think a lot of people realize that a lot of times the offender is someone who had a realtionship with another person who may have been younger and the in the states eyes it is statitory rape... However just because someone is with another that is younger doesn't make them a pedophile!!! I think the tiered system would help us to figure who the most threatning are and who to keep our children away from!!!report abuse

Utilize the State Hospital & it's services (psychiatrists/psychologists) to evaluate/screen individuals convicted of any sex crime to determine what "tier" they would be placed at, whether it be High Risk (serious compulsion & serious or multiple convictions), Medium Risk (possible slight signs of compulsion & lesser conviction), Low Risk (no compulsion & a simpler statutory conviction). It could be made mandatory & as a condition of sentencing & release along with the similar "tiers" of probation, supervision, mandatory counseling, and even mandatory injections/medications or castration with the most serious offenders.report abuse
