Personal power is likely based to a large extent on approval ratings, which for Sarah Palin are sky-high and for Baldacci are about where Bush's are. In Alaska they call Palin their "Joan of Arc" because she has so much respect from the voters.report abuse

Vermont's governor has lowest for institutional but highest for personal power? I'd have to agree with Baldy that the institutional scale was a little off if it has that kind of dichotomy.report abuse
