The only solution is to work toward having FEWER indigent ciminals. That doesn't mean more entitlement/social programs. It means being creative and making poverty more difficult BEFORE someone actually is classified as poor. The Maine teenage pregnancy rate for 17 & 18 years old was one of the highest in the nation for 2006. THOSE are the people (and their children) who make up a vast majority of the indigent of Maine. And when you add drug use, you have some real problems. Another SOLUTION would be to STOP THE REVOLVING DOOR OF "JUSTICE." The recidivism rate is inexcusalbe; there are many state prosecutors and judges who need to be tossed from office!report abuse

Yeah and legalize drunk driving, theft, and sex abuse. Then we will have a lot fewer people to prosecute...report abuse

What needs to be revamped are our laws!
Legalize marijuana and there will not be as many folks going to court and jail.
$17 Billion(not all on busting pot smokers) last year alone to fight the war on drugs!
They certainly do not recoup that money in fines.report abuse
